Terms and refund policy
Plain version first. You are buying a labelled seat on a page, for a fixed number of days, at a fixed public price, plus a public receipt of the outbound clicks that seat actually received. You are not buying a number of clicks, and you are not buying a position in any ranking that is not marked as paid. If you change your mind before your seat goes live, you get your money back on request, with no conditions.
Money can buy exposure; money cannot buy truth. Paid spend is never an input to an organic ranking on this site, and that separation is enforced in the database, not only in the design.
1. Who you are contracting with
tierlist.lol is operated by OPTIMUMTECH FUSION SRL, a Romanian limited liability company, trade register no. J22/1781/2023, fiscal code 48288243, registered at Str. Zorilor nr. 2B, sat Valea Lupului, com. Valea Lupului, jud. Iași, Romania. The full provider identification block is published at /company. Contact: [email protected].
These terms apply to anyone who purchases paid placement. Listing a product, browsing, and submitting a product are free and are not covered by a purchase contract.
2. What paid placement is
A paid placement is a clearly labelled seat in the AI Software arena, shown above the
organic Floor block, for the term you purchased. Every paid seat is marked
Sponsored everywhere it appears, and every outbound link from a paid seat carries
rel="sponsored noopener noreferrer".

Prices are public and identical for everyone. There is no negotiated rate, no volume discount and no private arrangement. If you were charged a different amount than the published price for the same item, that is an error and we will refund the difference.
What you are explicitly not buying
- Not a quantity of clicks. We sell the placement and the honest count of what it received. We do not promise a number, a range, or a minimum.
- Not a position in an organic ranking. No purchase moves any listing in the Floor, the counted-opens block, the rotation block, or any future community, trending or editorial surface.
- Not a link that passes search engine authority. Sponsored links are marked as sponsored, as search engine guidelines and consumer law both require.
- Not editorial approval. A paid seat is advertising space. It is not a review, a recommendation, or a statement that the product is good.
3. Ranking parameters
This section is the disclosure required by Regulation (EU) 2019/1150 (the platform-to-business regulation), article 5. It describes the main parameters that determine the order of every ranking on this site, and why they carry the weight they do. It is written so that you can check it against the page yourself.
3.1 The paid block
Order among paid seats is determined by one parameter only: the price paid. A higher published price sits above a lower one. Where two seats carry the same price, the earlier completed payment sits first. Nothing else is considered - not clicks, not popularity, not how long you have been a customer, not any relationship with the operator. The reason this is the only parameter is that it is the only one a buyer can verify from the public price list without trusting us.
3.2 The counted-opens block
The ranked organic block, "Most opened - last 7 days", is ordered by the number of counted organic opens in the trailing 7 days, highest first. An open counts at most once per visitor, per listing, per UTC day. Counting happens on our servers. Automated traffic, operator traffic, prefetches and HEAD requests are excluded before counting, and the excluded volume is disclosed by reason on each listing's public receipt.
Clicks that originate from a paid seat carry a sponsored origin on the event itself and are excluded from this block by the query that builds it. Paid spend cannot enter an organic order even indirectly, and a build-time assertion fails the deployment if that filter is removed.

3.3 The rotation block
Listings with no counted opens yet appear in a separate block, "No counted opens yet - shown in daily rotation", ordered by a published, reproducible rotation seeded from the UTC date. The rule is stated inline on the page, and anyone can recompute the order for any date. This block is not influenced by payment, and a placement cannot be purchased into it or out of it.
3.4 Differentiated treatment
The operator does not list, rank, or advantage its own products or those of any affiliated company on this site. If that ever changes, this section will say so before it happens, and the affiliation will be labelled on the listing itself.
4. Refunds
Full refund on request, at any time before your seat goes live. No conditions, no forms, no explanation needed. Write to [email protected] and we return the payment to the original method.
- Before your seat goes live: the full amount, on request, for any reason or none.
- After your seat goes live: if we fail to display the placement you paid for, we refund the unused part of the term, calculated by day. You do not have to prove a loss.
- If we suspend or remove your listing under section 6 for a reason that is not your breach of these terms, we refund the unused part of the term.
- We never refund on the basis of click volume, in either direction. The receipt reports what happened. A low count is not a service failure, and a high count does not create an extra charge.
Refunds are processed through the original payment provider and normally arrive within 5-10 working days, depending on your bank. If you are buying as a consumer rather than for a business, nothing in these terms limits your statutory withdrawal rights under Romanian and EU consumer law; the refund above is more generous than the statutory minimum and applies in addition to it.
5. Payment, currency and tax
Payments are processed by Stripe. Card details never touch our servers. Prices are shown in euro and are final: OPTIMUMTECH FUSION SRL is not registered for VAT, so no VAT is added at checkout and no fee appears later. Our account settles in Romanian leu, so Stripe applies its own conversion between the euro price you are charged and our settlement currency; that conversion does not change the amount you pay.
An invoice is issued for every completed purchase and sent to the email address given at checkout.
6. What we will not list, and what we take down
We may refuse or remove any listing, paid or free, that we reasonably consider unlawful, deceptive, or harmful to the people who read this site. This includes, and is not limited to: malware and unauthorised data collection; products that impersonate another company; content that is illegal under EU or Romanian law; and services this site is not licensed to promote — in particular, we do not list games of fortune, sports betting, or casino services.
Anyone can report a listing at /report, without an account. We answer every notice. Where we act on one, the decision is published, dated, in the removal log. If we remove a paid seat for a reason that is not your breach, section 4 applies.
If we suspend or terminate a paid placement, we give you the reason in writing. You may reply to that reason at the same address, and a human reads it.
7. Your responsibilities
- You confirm that you are authorised to promote the product you are buying a seat for, and that the destination URL is one you control or represent.
- You will not send automated traffic to your own placement, or arrange for anyone else to. Our counting is designed to detect and exclude it. If we find it, we may suspend the placement without refund and publish the fact in the removal log.
- You are responsible for the accuracy of the name, description and destination you supply, and for the legality of the product itself.
8. Availability and liability
We aim to keep the site available continuously, and we do not promise that it always will be. Where an outage measurably shortens the display of a paid seat, we extend the term by the outage, or refund that part of it, at your choice.
Our total liability arising from a paid placement is limited to the amount you paid for that placement. Nothing in these terms excludes liability for death or personal injury caused by negligence, for fraud, or for anything else that cannot lawfully be excluded.
9. Complaints and dispute resolution
Write to [email protected] first. We answer complaints about paid placement within 10 working days. The operator is a small enterprise within the meaning of Regulation (EU) 2019/1150 and is therefore not required to run a formal internal complaint-handling system; we answer complaints at the address above regardless, and we will engage in good faith with an independent mediator if you propose one.
Consumers in Romania may also contact the National Authority for Consumer Protection (ANPC, anpc.ro), including its online dispute resolution route. Data protection matters are covered in the privacy notice.
10. Changes to these terms
We may change these terms. If a change affects paid placement, we publish the new version here with a new date and give at least 15 days' notice before it takes effect, as article 3 of Regulation (EU) 2019/1150 requires. If you have an active paid seat and you do not accept the change, tell us within that period and we refund the unused part of your term. Changes required by law or to address a security or legal risk may take effect immediately.
11. Governing law
These terms are governed by Romanian law. The courts of Iași, Romania have jurisdiction, except where mandatory consumer law gives you the right to bring proceedings where you live.
